Is it possible to transfer armor effects from one gamer tag or xbox to another?

I got inclement weather yesterday, and my friend wants it. I've heard that you can do it with the legendary helmet, so i figured it would work with inclement weather tooIs it possible to transfer armor effects from one gamer tag or xbox to another?You can't transfer effects from one gamertag to another. The only reason why other gamertags can use the Legendary Flaming helmet effect is that it's a download for Halo Reach, Inclement Weather and all of the others aren't.
